In light of what refers to studies and researches local and international concerned evaluates the status quo system of education and scientific research in the Egyptian universities show that there are many weaknesses and threats that hinder the march of the advancement of this system, and at the same time can not be overlooked strengths and opportunities that need to develop and invest to develop points this system.

At the time, which is the academic and administrative staff at Egyptian universities force in maintaining the survival of the institutions on their current status, there are many obstacles in this system does not allow Pinhodha to keep pace with global developments, hence the sense of Zagazig University took the initiative to convene this conference to develop a strategy innovative solutions for the advancement of system education, scientific research and display of innovative practices in the Egyptian universities and the experience of the university in the development of innovative solutions for the advancement of system of education and scientific research to achieve the main objective to contribute to the sustainable development of the society with the participation of 40 speakers from the development of education experts at Egyptian universities, and more than 300 participants from all universities, and was Minister of Higher Education and the Governor East and head of Zagazig University and president of the University of Kafr El-Sheikh and Secretary of the Special Council and private universities of the early research participants in this conference.



And thank God Almighty Conference came out the following recommendations



First: strategies to meet the challenges the independence of universities

1. the issuance of new legislation suit developments in higher education systems locally, regionally and globally, and supports scientific research and for the production of knowledge and innovation.

2. Development of organizational structures and policies for universities to keep pace with international universities and policies and taking into account the competitive systems in the context of globalization.

3. Amendment of financial laws and regulations in order to ensure sufficient financial flexibility to take actions within the transparent controls away from centralized decision-making, Ministry of Finance.

4. Allow the universities to act in its own resources and the implementation of development plans through stimulating financial regulations of the units of a special nature.

5-modifying tax legislation, including encouraging industrialists to hire centers
Egyptian universities, research in finding scientific solutions for their products.

Second, the legislative strategies face challenges

1. drafting a new law to regulate the universities take into account the adjusted admissions to universities and institutions of higher education and free education fee policies and rationalize the relationship between universities and faculty members in terms of promotion and appointment.

2. linking wages faculty efficiently academic and research performance to encourage competitiveness and motivate innovation and creativity.

3. The availability of community partnership and openness to the business and industry community and openness to the world.

4-create (the National Authority for Scientific Research Support Egyptian universities) have departments of each university is working to organize, promote and facilitate scientific research and publication and communicate with the outside community to link the requirements of the development of scientific research.

Third: the face of the challenges of financing strategies

1. compel the executive bodies with the help of public universities as homes experience in all areas to achieve returns which help finance the activities of universities and achieve high levels of performance for these entities.

2. Action partnership between universities and private institutes in the geographical scope of each public university to support the civil and private universities and exchange of interests and investment of human resources available to the public universities to meet the shortfall in private universities in exchange for the contribution of private universities in funding for public universities.

3. support regional universities capabilities through cultural representation offices abroad through propaganda science fairs for programs of study at universities, and to provide budgets for logistical support, such as the establishment of the role of hotel hospitality and preparation of study programs attractive, allowing them to compete in attracting foreign students as a major source of funding.

4. the development sector and the Council on Foreign Relations and International Cooperation, each university is working on linking regional and international university and activate their environment memoranda of understanding to attract foreign students in the framework of guarantees and incentives to attract students, and access to the international donor-funded projects.

5. Create a national body to link scientific research in universities and the business community of the industry to achieve based on the exchange of the common interests of a community partnership.

Fourth: strategies meet the challenges of providing higher education opportunities

1. requiring public universities to establish associations to establish eligibility at the University of the scope of each public university to provide educational opportunities linked to the labor market needs and the graduates went on Entrepreneurship.

2. reconsider the admission policies at universities and achieve the principle of merit with equal opportunities for students to achieve the quality of graduates, according to the nature of the academic programs and students' abilities and personal traits.

3. reduce the secondary enrollment year, according to the absorptive capacity of institutions of higher education and provide an opportunity for outstanding technical diplomas in the middle to join the institutions of a technical college education rates.

Fifth: technological challenges of university education to develop strategies

1. change the community perception of technical education and increase opportunity in higher education through a technical college path.



Development of technical education and technological university systems and linked to the labor market through a partnership with the business community, industry and universities to enable the academic supervision of the technical institutions of higher education in the scope of each university.

2. allow the continuation of outstanding graduates from technical education to get a master's and doctoral professional.

VI: Strategies face the challenges of the quality of university education

1. The conversion of the National Authority to ensure the quality of education and accreditation to an independent body to enable it to perform its work through the Council of the highest quality for all parties to benefit from the educational process involved in it.

2. To provide material and moral incentives for institutions accredited universities to encourage competitiveness and excellence and continuity.

3. interest in climate action within universities and stimulate the creative work of teaching faculty members and distinguished estimate and supporting social welfare programs for universities to increase their productivity and reduce the side struggles.

4. Develop new mechanisms to monitor and support the talented and creative students, researchers, and work on the recording and dissemination of innovations.

5. invest in modern technologies of communication and information systems in the development of e-learning and distance education systems.

6. Develop a new mechanism to rank universities locally, according to the levels of performance of each university on the same level of specialization in accordance with national standards of reference.

7. develop students' education and academic programs to train students the opportunity to work on industry skills and acquire the ability to think strategically positive and Entrepreneurship systems.

8. develop assessment and evaluation of students' systems, according to the latest global systems.
